Windlass

This is the little power windlass seen from above. Note severe rust all around it. Was it installed after painting, so that the surface treatment of the steel deck was compromised and hence the rust spread from this site? The chain falls down into the chain locker through a hole under that little molded cover plate to L of the drum.
